1958年、アメリカの共産主義者が立てた45の目標

元FBI捜査官のクレーオン・スカウセンが書いた「裸の共産主義者」（The naked Communist）という本に、1958年にアメリカの共産党が掲げていた45の目標が書かれている。映画製作者のカーティス・バウワーズ氏は、それを読んで、アメリカを内部から破壊する緻密な計画であり、驚愕したと話している。

「裸の共産主義者」は、kindleで英語版を買えるので、当時の共産主義者が、アメリカを破壊するために、どのような計画を立てていたのか引用し、紹介してみる。

1.    U.S. acceptance of coexistence as the only alternative to atomic war.

核戦争の唯一の選択肢として共存の受け入れ。

2.    U.S. willingness to capitulate in preference to engaging in atomic war.

核戦争に携わることを好むことについて黙って従うこと。

3.    Develop the illusion that total disarmament by the United States would be a demonstration of moral strength.

アメリカの軍備縮小は、道徳的な強さの誇示であるという幻想を作り上げること。

4.    Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.

共産主義圏に対してであるか、物品が戦争に利用可能であるかにかかわらず、全ての国との自由貿易を許可させること。

5. Extension of long-term loans to Russia and Soviet Satellites.

ロシアとソビエト衛星国に対する長期貸付を拡張すること。

6. Provide American aid to all nations regardless of Communist domination.

共産主義圏に対しても含めて、全ての国家にアメリカの援助を提供させること。

7.    Grant recognition of Red China. Admission of Red China to the U.N.

中華人民共和国に承諾を与え、国連加入を許可させること。

8.    Set up East and West Germany as separate states in spite of Khrushchev’s promise in 1955 to settle the Germany question by free elections under supervision of the U.N.

国連監督下での自由選挙によってドイツの問題を解決するための1955年のフルシチョフの約束にかかわらず、西ドイツと東ドイツを別の国家としておくこと。

9.    Prolong the conferences to ban atomic tests because the U.S. has agreed to suspend tests as long as negotiations are in progress.

アメリカは交渉が進行中の間は核兵器テストを中断すると同意しているので、会議を引き伸ばして核兵器テストを妨害すること。

10.  Allow all Soviet satellites individual representation in the U.N.

全てのソビエトの衛星国家に国連の代表権を与えること。

11.  Promote the U.N. as the only hope for mankind. If its charter is rewritten, demand that it be set up as a one-world government with its own independent armed forces. (Some Communist leaders believe the world can be taken over as easily by the U.N. as by Moscow. Sometimes these two centers compete with each other as they are now doing in the Congo.)

国連を人類の唯一の希望だと宣伝すること。もし国連の憲章が書き直されることがあるのであれば、国連を世界で唯一武装した世界政府とするよう要求すること。（何人かの共産主義の指導者は、モスクワによってと同じくらい容易に、国連によって世界を乗っ取れると信じている。）

12.  Resist any attempt to outlaw the Communist Party.

共産党を非合法化（または追放）する全ての試みに抵抗すること。

13.  Do away with all loyalty oaths.

忠誠宣誓を廃止させること。（※忠誠宣誓loyalty oathは，移民や帰化市民，あるいは公務員，教員，法律家，軍人などに合衆国への忠誠を誓わせること）。

14.  Continue giving Russia access to the U.S. Patent office.

ロシアが米国特許局にアクセスすることを許可させ続けること。

15.  Capture one or both of the political parties in the United States.

一つあるいは両方の米国の政党を乗っ取ること。

16.  Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.

アメリカ政府の行為は市民権を侵害していると主張して、裁判所にアメリカの基本的な機関を弱めるような判決を出させること。

17.  Get control of the schools. Use them as transmission belts for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers’ associations. Put the party line in textbooks.

学校を社会主義理念を植え付ける洗脳の場とし、カリキュラムを和らげ学力を低下させ、教職員協会を支配すること。

18.  Gain control of all student newspapers.

全ての学生新聞を支配すること。

19.  Use student riots to foment public protests against programs or organizations which are under Communist attack.

共産主義の敵であるプログラムや組織に対して、学生運動を利用して大衆の抗議活動を煽ること。

20.  Infiltrate the press. Get control of book-review assignments, editorial writing, and policy-making positions.

メディアに浸透すること。書評の割当、社説、社の方針を決定できる地位を支配すること。

21.  Gain control of key positions in radio, TV and motion pictures.

ラジオ、テレビ、映画界の重要な地位を占めること。

22.  Continue discrediting American culture by degrading all forms of artistic expression.

あらゆる形態の下品な芸術的表現を用いて、アメリカ文化の評判を落とし続けること。

あるアメリカの共産党の細胞はこのように言われた。「全ての良い彫像を公園や建物から消し去って、抽象的で無様で無意味なものに置き換えるように」と。

23.  Control art critics and directors of art museums. “Our plan is to promote ugliness, repulsive meaningless art.”

芸術評論家と美術館の館長を支配すること。我々の計画は、醜く不快で無意味な芸術を推進することだ。

24.  Eliminate all laws governing obscenity by calling them “censorship” and a violation of free speech and free press.

検閲、表現の自由の侵害、芸術の自由の侵害を理由にして、わいせつ物を取り締まる法律を無くすこと。

25.  Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio and TV.

ポルノやわいせつ物を書籍や雑誌、映画、ラジオ、テレビで推進することで、道徳的な文化水準を引き下げること。

26.  Present homosexuality, degeneracy and promiscuity as “normal, natural, and healthy.”

同性愛と性的倒錯と乱交を「普通で、自然で、健全な」ものだと提示すること。

27.  Infiltrate the churches and replace revealed religion with “social” religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a “religious crutch.”

29.  Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a world-wide basis.

30.  Discredit the American founding fathers. Present them as selfish aristocrats who had no concern for the “common man.”

31.  Belittle all forms of American culture and discourage the teaching of American history on the ground that it was only a minor part of “the big picture.” Give more emphasis to Russian history since the Communists took over.

32.  Support any socialist movement to give centralized control over any part of the culture—education, social agencies, welfare programs, mental health clinics, etc.

33.  Eliminate all laws or procedures which interfere with the operation of the Communist apparatus.

34.  Eliminate the House Committee on Un-American Activities.

非米活動委員会を無くすこと。

35.  Discredit and eventually dismantle the FBI.

FBIの信用を貶め、最終的には解散させること。

36.  Infiltrate and gain control of more unions.

より多くの労働組合に浸透し、支配すること。

37.  Infiltrate and gain control of big business.

大きなビジネスに浸透し、支配すること。

38.  Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand or treat.

逮捕権の一部を警察から社会福祉機関に移転させること。精神科医にしか理解できず取り扱えない、精神失調のような行動上の問題を全て取り扱うこと。

39.  Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Communist goals.

精神科の専門職を独占し、精神医学を共産党の目的に反対する者を強制的にコントロールする手段として使用すること。

40.  Discredit the family as an institution. Encourage promiscuity and easy divorce.

家族制度への信頼を喪失させ、乱交と安易な離婚を推奨すること。

41.  Emphasize the need to raise children away from the negative influence of parents. Attribute prejudices, mental blocks and retarding of children to suppressive influence of parents.

子育ては親の否定的な影響から遠ざけて行う必要があることを強調すること。偏見、思考の停止を理由にして、親が子供に抑圧的な影響を及ぼすことを妨害すること。

42.  Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use “united force” to solve economic, political or social problems.

暴力と暴動には、アメリカの伝統から見て合法的な側面があるという印象を作り出すこと。それゆえ、学生や特別利益団体は立ち上がるべきであり、経済的、政治的、社会的な問題を解決するために団結するべきである。

43.  Overthrow all colonial governments before native populations are ready for self-government.

現地の人々が自治を行う準備が整う前に、全ての発展途上国政府を転覆させること。

44. Internationalize the Panama Canal.

パナマ運河を国際管理にさせること。

45.  Repeal the Connally Reservation so the U.S. cannot prevent the World Court from seizing jurisdiction over domestic problems. Give the World Court jurisdiction over nations and individuals alike.

Connally Reservationを無効にし、アメリカの国内問題に国際司法機関が介入するのを防げないようにすること。国際司法機関の権限が国家と個人に同様に及ぶようにすること。

一読して、なるほどなという感じである。

さらに、現代の共産主義者、あるいはそれに似たアメリカを弱体化させたい人々は下記のような行動目標を持っているのではないかと思う。欧米の社会状況を見るかぎり、彼らの作戦はより高度になっている。

• 社会的、人種的、宗教的、性的差異の中から、弱者を見つけ出し、強者と同じ地位を要求させ社会を分断すること。
• 特定の宗教的なフレーズ（メリークリスマスなど）は異教徒にとって不快であるので、自粛させること。
• 現代の価値観を用いて過去の行為を断罪し、共産党に反対する人々を失墜させること。
• 我々の言論に反対する者には「人種差別主義者」「外国人嫌い」「同性愛差別者」などのレッテルを貼って、反論させないこと。
• 特定の言論活動が差別であるかどうかなど道徳的な判断を下す機関を支配すること。その権威を利用して、我々に反対する言論を封じ、SNSのアカウントを停止させること。
• 検索エンジンの検索結果から、共産主義に反対する意見をなるべく表示させないこと。検索エンジンのアルゴリズムを決定する地位に浸透すること。
• 非異性愛者の地位を向上させ、異性愛者に抑圧者であるというレッテルを貼り、罪悪感を抱かせ、正常な家族形成や子育てを妨げること。
• 子育てのハードルを上げ、出生率を引き下げること。
• アメリカ国民に対して、アメリカはアメリカ人だけのものではなく、全世界の人々に奉仕する義務があると思わせること。不法移民も許容するように仕向けること。
• 国境を低くする方が、世界を幸せにするという幻想を作り上げること。
• アメリカが過去に第三国に行った政治的活動を非道徳であるとして責め、外国に対して罪悪感を抱かせること。
• 途方もない数の移民を受け入れ、社会に混乱をもたらすこと。
• 発砲事件の被害者の悲惨さを強調し、アメリカ人の武装を解除させること。
• 社会福祉を充実させ、人々を貧困から抜け出す動機を失わせること。貧困によって慢性的な財政赤字を作り出すこと。貧者に恩を売り、共産主義者の支持者を増やすこと。

地域によって差はあるだろうが、現代の先進国にはこのような価値観工作が仕掛けられているのではないだろうか。
